This Manual is intended as a work of reference for all those involved, directly or indirectly, in the process of developing and drafting ILO instruments. While the needs of the different potential users are to a large extent identical, the manner in which they use the Manual may differ according to their requirements. For this reason, an electronic and interactive version of the manual has been developed with two levels of entry into the Manual.  
   
  This level of entry into the Manual is mainly intended to meet the requirements of Government, Worker and Employer delegates who are members of Conference technical committees and, more generally, the requirements of people who, although interested in the drafting of international labour standards, are not jurists or specialists in drafting international texts. This level of entry gives access to a presentation on all the proposals and recommendations developed based on the drafting practices for developing international labour standards followed to date. It also includes a short presentation on the procedure for the adoption of these standards and an explanation about the parallel or monolingual drafting of the text of the instruments. Some appendices supplement this level of entry by providing examples. Users can always move from this level to level 2 if they wish to go more deeply into the subject they are looking at.  
       
  This level of entry into the Manual is intended for jurists, specialists and all those who are directly involved in the drafting of international labour standards, in particular members of the drafting committees as well as officials working in technical units of the International Labour Office. This level of entry gives access to all the information contained in the Manual (including all footnotes providing various references and examples) as well as to the appendices of the Manual. It also includes an explanation about the procedure for the adoption of Conventions and Recommendations and the parallel or monolingual drafting of the text of the instruments.
